layers in html

Is there any support of layers in html/javascript???

example:
I would like to have a map image with associate behavior that pop up some images... i can pop up the images on some define place of the map but i would like them to pop up over the initial image(that has a associated map) and still keep the map action active.
I would be like having two layer in photoshop the top onr displaying picture and the other one underneeth being selected and being affected by my mouse

Layers in HTML are the DIV tags, and then you can use CSS to place them where need be.
