I am wanting to run SATA III speed on 8 drives in my cMP. This includes the 4 main drive bays (using MAxUpgrade drive sleds) and 4 SSD in the second optical bay.

I need a PCI card that has 2 mini-SAS internal connectors that will boot OSX and Windows. Suggestions?
 
maybe two 4-ports cards like Syba SD-PEX40054 is best solution? low price (30$), bootable

Are you looking for a SAS card, or a SATA III card with a pair of SFF-8087 connectors?

SATA III card with a pair of SAS connectors to use with MaxUpgrades fan cables. The card they sell (areca I think) is around 500. Trying to find a substantially cheaper option.
