i've macbook air 2015 with 10.11.5 installed.
when i download some file in google chrome and click on "save as" option i see that there is no left panel icons.

What I meant was not what you were asking, but here's the explanation: The box where you type a new filename has a button next to it with a downwards pointing triangle on it. This is called the "disclosure arrow". Click that, and the dialog box will expand and allow you to navigate to another location.

Reading more closely and actually looking at the images you attached, I don't see anything that is missing from what appears on my screen when I am saving or viewing file icons. Please explain what you are looking for.

IN the OP's screenshot the disclosure arrow is pointing up indicating it's already been clicked and in the expanded mode.
