He seems to be referring to Hottrix Premier apps.

Any ideas how it works?

My assumption is that it relies on jailbreaking, and he is lying/misquoted/confused on the fact that it is "totally legal" and "encouraged by Apple."
 
there is no way to get an app (an actual app - not a webapp) onto the iphone without using the app store

that app will be installed via jailbreaking, which is not illegal, but its certainly not encouraged by apple and will void your warranty
