I have a few AppleTV devices setup with my iCloud account and I am able to use the remote in the control center on them. Is there a way I can share the remote so other people with other iCloud accounts can use their remotes in their control centers?

@Sirious is correct.

As long as the person(s) can connect to the network and have physical access to the TV — which, I assume, he/she/they would — for the connection confirmation code, that’s it.

  1. Open Control Center:
    • On iPhone X or later or iPad with the latest version of iPadOS: Swipe down from the upper-right corner of the screen.
    • On iPhone 8 or earlier or iOS 11 or earlier: Swipe up from the bottom edge of the screen.
  2. Tap the Apple TV Remote.
  3. Tap your Apple TV or smart TV from the list.
  4. When asked, follow the onscreen instructions to enter a four-digit passcode into your Apple TV, iPhone, iPad, or iPod touch.
The Apple TV Remote in Control Center works only with Apple TV 4K, Apple TV HD, Apple TV (3rd generation), and AirPlay 2-compatible smart TVs.
 
As mentioned should just be a case of being on the same Wifi network, we have a few Apple TVs knocking around at work and i've managed to set up my phone to be a remote for them because its on the same work wifi that they are. Was just a case of going through the connection process where you enter the code and things.
