I don’t understand. 0% and the colour green suggest the iPhone is flat. But the short line being inside the green area on the left but above the green area on the right suggests to me that the iPhone is not flat. I’m confused.
 
There's some amount of tolerance that is built in it would seem.

When you use an actual level with a bubble gauge there is also a small amount of tolerance. The bubble is slightly smaller than the distance between the two lines that indicate level.
