Yes, it should. Make sure you don't have a loose connection, unplug and reconnect everything. Also check that your charger is a genuine Apple 12W USB power adapter. If the problem still persists, it may be a faulty AV adapter. Try also rebooting the iPad just in case.

Yes, mine does. I did have a knockoff cable that it had fits with though.
