How do you scroll a pdf while marking it up in files? Any way to do it without turning markup off? Looking for a setting where markup ink is only drawn using pencil And not finger.

Ugh, I don't even want to get started on how annoying it is to have to turn markup off, scroll, then turn markup back on. It's driving me bananas! o_O
 
You might try scrolling using two fingers. This is the gesture some apps are using to scroll canvas while in markup mode or drawing mode.

that works but isn’t limited to vertical scrolling so not ideal. Thanks though
 
This is exactly why I annotate PDF files using PDF Expert or Notability. The markup mode stock is too irritating.
