My friend and I just became iPhone developers and things are going great so far. However, technically only he is the registered iPhone dev. Only he is able to access the iPhone developer portal (because he paid for the dev program with his account). Is there a way to link his account with mine so that I can access the dev portal too, but so that we only have to pay $100 per year instead of $200?

There's a section where it should allow him to invite developers to his account.
 
If he registered as a company, he can invite team members. If he registered as an individual, he can't. If the latter, you'll need to register and pay $99 yourself to access the portal with your ADC account.

Changing an individual account to a company account may be possible, but may involve a long wait and faxing Apple the incorporation papers for the company.
