No, you can't "force" such a thing. No one knows for certain when Lion will be released. Note that there is a Lion forum, where answers to your Lion-related questions will be found.

Why would you be able to, apple owes you nothing and you aren't entitled to anything either.
Usually the Up-to-Date programs start on the day the announce the release date (or announce something more specific than "summer"--like a month) and end a few months after the release.
The Snow Leopard UTD lasted from June 8 to December 29.
It's not an unreasonable expectation. Apple might not 'owe' you anything - but at this stage the OP hasn't made the purchase - they are trying to negotiate the purchase. Apple have announced they are updating software soon, OP could wait and buy later, or buy now. Apple would prefer buy now, so it's an exchange, OP agrees not to hold off on his purchase, Apple agrees to give him free software (the marginal cost of which, by the way, is essentially nil).
Or should we not try to negotiate with the almighty Apple gods?
If you are a rational person, one should know that it isn't reasonable to expect a break until Lion is officially announced. However, you could always write a letter to Obama and 'hope' that things will 'change.'

You cannot force apple to do anything.
They have a policy and they adhere to that pretty well. I believe that if you purchase a mac within 2 weeks of the release date you can get a free upgrade.
You'll have to wait longer for a Mac to actually come with Lion preinstalled as apple will need to flush the supply chain of macs with 10.6
