If I create a new rule denying access to a specific ip address,
when there is already a blocked rule -that I cannot edit- and that allows any outgoing connection,
Will my rule work? Usually when there are contrasting rules I get a conflicting alert but not in this case.
Any suggestion?
 
There's no conflict. A conflict would be if you had to rules for the same source and same destination doing different things.

I have to admit that the last time I've Little Snitch George Bush Jr. was still president of the United States, but all firewalls that I am familiar with work on a first-match basis, meaning that the first rule that matches is applied. That's why the order is important and you need to make sure to have catch-all rules at the bottom.
