So before upgrading to iOS11, I turned off the Live Photo option once and it stayed off until I turned it back on no matter how many times I closed the app. Now I turn it off, and when I re open it, The Live Photo yellow icon is back on. Where can I disable this? I am tired of it taking every picture with this feature, waste of memory space

(I could be off on this, but I believe I recall some people having this type of issue in iOS 10 days as well.)
 
No, you're right. Don't remember when it got fixed in iOS 10 but it did.
Can't really recall if there was a particular fix, or simply that some people here and there experienced the issue while (most?) others didn't, and it's basically more or less a continuation of that inconsistency in iOS 11.

Good to hear that the setting works. I assumed that that was the setting that wasn't working for you (as some others have run into this type of issue with that setting), but it sounds like the setting was simply not being used.
 
It's a bug that I've been submitted to Apple since iOS 11 betas started, it's random and I haven't figured out a way to replicate the issue but it does creep up here and there.
