iPhone Live Photos do not always work

Sometimes a lot of my live photos does not work.
They will work one time but then not after and will show like the picture below
I have tried restart with no luck

That error sign appears when you’re using iCloud photos and it couldn’t download the image from iCloud. Try checking your cellar / WiFi connection and restarting the photos app.

Why it should download anything from icloud i do not understand? I keep all originals on my phone and photo was taken on the phone.

I have exactly this problem ever since I upgraded my iPhone 6S+ to ios 13 - and I‘m not using iCloud photos... It only seems to occur right after having taken the picture, later this „!“ doesn‘t show...
