iPhone Location Arrow, no purple location apps?!

Is anyone else having an issue with the location arrow showing, but no apps seem to be using location as none are purple?

Mine keeps flashing up for 10-15 secs, then disappearing?!

I realized it was happening for me when I had an Apple Watch face with the weather on it. Move to another face and it goes away.
