Has anyone been successful getting location based reminders to work, for when you arrive or leave a location to remind you of something?

Settings→Privacy→Location Services→System Services→Location-Based Alerts must be ON.
 
Here is a couple screenshots of my settings and then a test reminder I setup for when I arrive home
I didn't get a reminder when I got home last night
Hope I'm not missing something really obvious and stupid on my part here
I feel like this should be setup correctly
Does it have to be to a certain reminder folder? i created a new "Reminders" folder under my iCloud and this is where i created this test one

I've had similar issues over the years with other iOS releases. The only way I was able to fix these unfortunately was a reset all settings.

i did a reset just a little bit ago for the privacy and location settings, i created another test reminder when i leave the office today ill see if that fixes it, fingers crossed because this would be really helpful for me

Well I tried again this morning. Set a test reminder on my i6. Set the same reminder on my wife’s i5. I’m on iOS 12 she is on iOS 10.3.3. Settings on both phones are the same. Mine didn’t work hers did. Weird.
 
Mine don't work either. All set up as they should be. Didn't work on my 5s, don't work on my XS.
