Since updating to iOS 9.3 I've had the location services icon in my status bar and it's never disappeared.

Previously the icon showed up but would vanish when location services weren't being used, also the icon was different. It's more of a outline instead of a solid arrow.

Is this a change in 9.3 or is there something I need to do?

That's the geofence icon. Go to settings > privacy > location services > System services and find which service is using it.

Geo fence location is used usually in reminders based on location.
