lock screen clock perpetually set to Cupertino time

I live in EST. the time that appears on the screen that appears when I boot up and when the screen locks gives Pacific (Cupertino) time. any way to fix this? the clock in my menu bar gives the correct (EST) time.

currently using 23A5312d, Beta version 4, I think. I've had this problem since I DLed the beta with version 3.
