I have been looking up how to change the lock screen picture in El Capitan, and all the tutorials have said to change the "com.apple.desktop.admin.png" in the /Library/Caches folder. This ONLY changes the login image when you boot up the mac. Is there any way to display a custom image on the LOCK screen. Cheers.
 
Should this be changed with your desktop wallpaper and lock screen just adds a layer of "glass" on it?

Doesn't always work like that. I'm trying to add an custom image, that is not a wallpaper on my desktop, on my lock screen that is not blurred, or as you said, putting a layer of "glass" on it. So I am just wondering if there is a way that you can put a custom image on the lock screen without the blur. Thanks for the reply anyway.

I successfully replaced the login screen with a non-blurred image on Yosemite but have not tried on El Capitan. You will probably need to disable SIP (rootless) to replace the image.

I have disabled SIP before for other things in the past (for cDock) and just checked that it is still disabled. The steps I followed ONLY work for the login screen not the lock screen. Thanks for your help anyway. :)
