Has Apple said anything about whether we can download software from outside the Mac App Store on AS Macs?

I like to torrent sometimes (legal files only obviously ?) and it’s not possible in iPadOS or iOS.

No locks at all. It is exactly same for intel and Apple Silicon

There will be no difference. Macs with apple silicon run the same operating system, with the same restrictions (or lack thereof) as any other Mac.
