hi, was wondering if someone can offer advice on how to get into a locked iPhone which I got at a lot sale. I can't get past the Apple ID security. sorry if this problem has already been posted before.

Short of contacting Apple with proof of ownership to have them assist you, your only other option would be to contact the previous owner to ask for the activation lock to be removed.

And I'm betting that your sales receipt from the lot sale is not going to satisfy Apple.
