There have been several posts about this issue in the 13 threads including mine. If you create a new note and then attempt to lock it when you enter your password it is rejected saying that it is incorrect. Yet you can unlock previous notes using the same password. I’m on the 13.3 beta with my iPad so I have submitted a report. In Feedback Assistant it now shows less than 10 reports and “investigation complete, unable to diagnose with supplied information.” I don’t know what other information they require. For others who have the issue and are on the betas please continue to report this. The problem also manifests itself if you try to turn Face ID off for notes, you’re asked for that password that is then rejected.
 
I just had an idea and tried this and it seems to have worked. In Settings for Notes under Password there are several options, enabling Face ID, change password and below that reset password. The reset option mentions that doing this will set a new password for new notes only and will not affect the notes that currently have a password. I thought maybe trying this and just entering the same password I have been using for notes might work, at least it wouldn’t change anything.

I actually expected this to fail. Anyway tapping on reset brought up a request for my iCloud password. Once I entered that I got entry fields for a new password and a field to enter it again to confirm. After I completed that I got no error messages. I was doing this on my phone. I then went to Notes, created a new one, went to lock it, got the password entry field and it worked, no “incorrect password” message. I then went to my ipad, the new note had appeared. I tapped on it and tapped view note, it asked for the password, entered it and it unlocked properly. I then created another new note, went to lock it and Face ID came up and the lock was added. No error message. So any others running into this might give it a try. I’m just hopeful that it keeps working.
 
I cautiously restarted my devices but so far that Reset is still working. I even blocked the camera on my phone to prevent Face ID to see what would happen. The enter password option was offered, I entered it and it properly locked. So this seems to be a fix.
