iPad Looking for a cydia app to prevent Wifi and blutooth activation

Hello,

I'm looking a king of locker to prevent users without the code to activate wifi and bluetooth and to stay in the plane mode.
I think an application locker that set a password for settings and prevent to enable wifi and bluetooth using the control center will do what I want.

Any advise ?

I think you can do that with iOS parental controls or restrictions.

Activator might be able to do this.
