Looking for Dark Sky-ish weather app for europe?

As the title says...
I'm looking for an app that is available in Europe (Austria) that gives me accurate information about the weather and that give me a notification if its going to rain soon (as I use the apple watch).

I'd love to get Dark Sky, but unfortunately, it isn't up for Europe (yet).
Do you have any alternatives?

How about carrot?

Carrot is fun, but their feature for down-to-minute rainfall notification is only supported in UK and US.
