i have this usb and when i plug in the usb c part into m ipad air, i can go into the files app an see the contents.
but if i plug the lightning side into my iphone 13 i cant see the contents in the files app.

how can i fix it so it works on both devices?

On the Lightning side, the drive probably presents in some proprietary way requiring the iXpand app where you can browse files etc.

Perhaps the app will provide a FileProvider extension so you can see the files in the Files app (a bit like how you can see Dropbox, OneDrive etc in the Files app) but that’s on the developer. And you’ll still need the app regardless.

so thats why i can view the usbc side on my ipad? it doesnt need special access?
 
That's right, it just presents as a standard USB flash drive on the USB-C side. I'm sure if you had a USB-C iPhone you'd be able to see your files in the File app as well.
