Think one could assume that if the Core Duo rating is 3.5x the original G4 that a Photoshop filter would process 3.5x faster?
More or less I think.. There might be some variety between programs, I don't know about Photoshop. Some may take better advantage of the newer architecture than others.
Also some make more extensive use of the GPU/IGP available, and these benchmark scores are a combination of different tests that mainly stress CPU or RAM. For a more detailed estimate you should probably figure out how these different things are related to what you actually want to do.
