1. Have a million tabs in Safari
2. Go to Notes or any other app that has a link in it
3. Tap any link and hold, then drag the link on a side to open side by side view and Safari on one of the sides
4. Safari opens the link but looses all other tabs.
The lost tabs are not in recently closed list and I didn’t find any way to recover them.
Seriously, Apple?

(I discovered the above steps by an accedent by just resting my finger on the screen while reading)

Open the task manager and see if there is more than one instance of Safari there. I just followed your steps and I now have two instances of Safari in the task manager; one with a single tab (opened side-by-side with Notes, following your example) and one with a dozen tabs (which existed prior to following your example).

If I am correct, your instance of Safari with many tabs open will be found in the task manager. Swipe up from the bottom of the screen and hold until App Exposé opens.

I followed your steps and had the same results as @revmacian. That said, when I first upgraded to iOS 13 it seems like, after using Safari for a while, my open tabs disappeared for no reason one time.
 
I guess it’s a cool new feature, just very confusing at first.
Yes, it can be confusing.. big changes can do that. You might want to bookmark the Apple Events page and visit it in the spring and fall. I actually learned about this feature by watching a recent apple keynote and then I could hardly wait for iOS 13. We’ve gone from single-window-only in the past to having three apps on screen at the same time; two in side-by-side mode and one floating. My iPad Air seems to become more like a desktop machine as time goes by.
