Lost emails after restore from Time Machine

Hi,
I'm using Catalina 10.15.3 Beta (19D49f). Backed up to Time Machine, and sent Macbook for repair. I later restored from TM back up. All went well. Then on opening Apple Mail, it imported mails again with about 330,000 items, about 100gb. However, thousands of emails seem to be missing, entire months.
I tried to rebuild, nothing happened; deleted the envelope index file nothing either.
Any ideas?

No they are not. Downloaded pop.
