Is it poofed? Try enabling and disabling restrictions. If that doesn't work, then restore the phone.
Tried restrictions - no luck!
I have restored from backup also no deal.
If I reinstall I guess I will have to jailbreak again and then I will lose all other data.

It doesn't show up in spotlight.
Resetting Home Screen didn't work either.
I have loaded a Calendar app from iTunes - not ideal because it doesn't sync with iCal.
