Apple will not unlock it for you. The sellers would have to go to Apple with the deceased owner’s will proving that it was left to them, and provide proof that the deceased person is the one who purchased it with the original receipt showing that person’s name and matching serial number of the iPad. Without all of that, you have a paperweight.
