Lost wifi password

Macbooks do not ask for a previous password in order to enter a new password.

Do you mean the network password on your wifi router?
I can't think of a router that would need you to enter your old security password just to change the password, as you would be doing that while connected to your router web page - where you would be logged in just to view that page in the first place.

Oh, that's weird because I have never been asked to enter an old password to enter a new password when connecting to a wifi network.
Are you trying to connect to a wireless network at home or work?
Do you have a screenshot? I'm very interested in this issue in case I come across it in the future.

Users and Groups is for your admin password - the same one that you would use for login to your Mac, and also the same one that you use for installing software. The admin password is NOT in any way related to your wifi security password.
If you have forgotten your normal admin password, then you can reset that password, either by using the terminal, resetpassword command when you boot to your recovery partition, or you can also reset your new user setup, then reboot so your Mac takes you through making a new account and password.
Or, alternatively, you can enable the root user, and simply change your admin password in your normal account while logged in to your root account.

How to do that will depend on your router. If you have an AirPort then you can use AirPort Utility (in /Applications/Utilities), but if it's third-party then it'll have its own method of changing the password.
Changing the wifi network password also means that you would need to log in to the router, which would be a password that you might not often use. I bet that's the "old" password that you need. (?)
And, that's often one that may still be the factory default, as users often don't change the access login to the router.

But,
Changing password in Users & Groups pane is definitely for your user account.
Nothing in that pane will do anything with your wifi network login.
If ATT supplied your wireless router, then they might be able to help you log in to the settings on your router... maybe.
