Hi,

I mainly use my iPad to do drawing exercises. My teacher is on holidays these days and I need to record videos for him to critic. The problem is that when I record a video of say 30 seconds it is as big as 100-200 mb. This is too much. Is there any way to lower the video quality when using iPad Pro screen recording built-in tool?

Have you tried compressing the video?
 
Changing screen recording quality is not possible even in iOS 13. Your best bet is either downloading an app that can convert video into other format, or downloading software on your PC or Mac to compress the video and send compressed video over.

Alternatively, you can upload your video to a hosting website, and send link to your teacher, so maybe your teacher can stream your video.
 
Any other free software that can record screen on macbook with reasonable size? Built-in one goes too huge in size.
