Believe my 10 CPU M1 PRO is experiencing a fan failure after extensive video encoding over its lifetime.

Has anybody else experienced awful sounds from the fans? On these machines they rarely spool up and even when they do it isn't that loud, but this is ear splitting.
The crazy thing is the sound comes and goes and the FPS of the encode doesn't drop even during the worst of the noises.
Background noise/fans are filters because I have awful allergies.

Sounds like there's a piece of debris stuck in there which the fan blades are hitting. If you can, take it to an Apple Store and see what they recommend.

just open it and clean it with canned air and/or some ESD brush ... make sure fans don't spin when you blow air there (hold them)

considering the debris on the keyboard it's highly possible that more of those accumulated somewhere inbetween fan blades
