My M2 MacBook Pro has a trackpad that is almost flush with the aluminum touching all around it.

My M2 MacBook Air has a trackpad that sits slightly below the aluminum touching all around it.

Is the trackpad supposed to be flush or below the aluminum touching around it?

Without any photos illustrating what you're referring to, "almost flush" and "slightly below" could mean the same thing absent any clarifying context. With my 14" MBP, the trackpad sits slightly lower than the aluminum chassis - perhaps 1/32nd of an inch at most.

Off the top of my head, I would think it's either manufacturing variability, or literally the difference in the way the two models are constructed.

Does the trackpad on the MBA work normally? Can you get to either an Apple Store or somewhere else that sells Macs? You could compare your computer with another one on the shelf, perhaps that would give you a better idea if something is wrong with the MBA.

Indeed, my M2 MBP has a trackpad that sits flush with the palmrest. I don't have a MBA so I don't know with that one.
