So I have the M4 Macbook Air (10cpu/10gpu), I believe I am thermal throttling when playing TES Oblivion Remastered , if I upgraded to the M4 MacBook Pro (10cpu/10gpu) same processor and ram with cooling fan will it make a huge difference?

It would be better but probably not a huge difference. YouTubers like Andrew Tsai benchmark macOS games and even with the top of the line chips results are mixed.
 
I think you’ll see a noticeable but still not impressive FPS uplift on the MBP.

Alternatively, you could buy an XBox Series X or PS5, and play the game at a reliable 60fps. I think this would make more sense, if the only reason you’d be buying the MBP is to play Oblivion on it.
 
You wouldn't necessarily see an uplift in terms of overall performance given both machines have the same M4 variant. Where you would see a difference is that the M4 Pro would be less prone to thermal throttling because of the fans. If that made a difference, it would likely be no more than 5-10 fps if you're lucky.
 
Oblivion Remastered is getting FPS issues on PS5’s and Xbox Series X, as the game has just been released so maybe wait for some patches to improve performance. OP, please don’t upgrade to a MBP for gaming seriously, honestly a waste of money just for that, use the money to buy a console instead for a proper gaming experience.

Hope your enjoying the game, ive easily spent 500+ hours on the original, probably one of the best games ever made in my opinion.

That game has issues on my gaming rig (Ryzen 9 5900x, 32GB RAM, Radeon 6700XT (12GB)), so it definitely needs a patch or two (or three)...
