It is up to the developer to submit it to the App Store. And if the game is in violation with Apples App Store rules, it can't be released on the App Store.
If the app has been submitted and approved by Apple, they usually update the store Thursdays. (Or somewhere in that neighborhood, depending on which country you are in, in Denmark it is around friday morning the new content is available)
