If your Mac came with AppleWorks, it includes a paint module that would do the job.

This question has been asked and answered on this forum several times over the last few months--and quite recently. With most if not all new Macs, Apple bundles the wonderful GraphicConverter. It is not free, but Apple pays the shareware fee for you. If it is not installed on your Mac, you can download it. It will be fully function even if you don't pay the shareware fee.
 
I use Artrage - it is really good at what it does. Can be a bit slow, depending on your configuration, and it is more akin to an artist's canvas than most paint programs.

If you are looking for a more conventional paint program, have a look at Seashore.

Also have a look at imagetricks - not a drawing program per se, but applies OSX Core Image Filters with a pretty good, simple interface.

I use all three - each has its good points and its limitations in different situations.
