Sadly, OS X doesn't including a simple image editor like paint. I use SeaShore, ToyViewer, and GIMPShop to replicate most of the features of Paint and Irfanview on Windows.
 
I was looking for the same thing a little while back and i decided to buy Corel Painter Essentials three in the end. This is a really good paint program that i would recommend.

I bought I Work06 for my word processing tool but wish that i bought Appleworks because I would have saved myself some money as that comes with a paint program and a word processing tool as well.

Yes i do think that I photo would be ok as a basic picture editor. I use it to edit my photos and i find that it works quite well. Preview allows you to edit as well things like documents and pictures.
 
The closest thing on the consumer models is comic life, but it is very specialized.

On the pro machines you get Graphic Converter. Does most stuff Paint will as well as some basic photoshopping.
 
Graphicconverter is a must have for any Mac. It does all your basic paint program stuff plus a whole heck of a lot more. Goto versiontracker.com and grab it.
