After my mac mini 2018 i5 getting too hot when i touch it and when it is under load on windows 10 i tried the little program mac fan control and set it a fixed fan value around 3600rpm. I set it on Mojave because on windows is not supported cause of T2 But after you set it on Mojave and you boot on windows is still working. Now the mac mini is not hot anymore and after a lot of stress didn't exceed 94c. Before was hitting 100c and i can tell was throttling bcs on 3d mark running 2 - 3 times on the row i had lowest result on cpu. I am wondering only if the fan will give up if it runs at 3600 rpm constantly.
 
to be exact, surely you will shorten the fans lifespan at higher rpm's. but given the fact that unter high loads the fan will spin much higher than 3600, it shoud keep working well many years. if it breaks, it will not be very const-intensive to exchange the fan.
 
I think there will be 3rd pard fan to change by yourself like the memory.
