Mac Mail 9.3 incompatible with TLS 1.3

My hosted email has stopped working with Mail 9.3 and I am told it is because my host has gone over to TLS 1.3 which Mail 9.3 won't work with. My Gmail and iCloud email remains unaffected. Can anyone confirm that what I have been told is the case and Mail 9.3 is defunct?

What???

TLS 1.1 is still widely supported (although it shouldn’t be IMO) and TLS 1.2 is still in very very heavy active use.
