Mac Mail not sending mail on SEND

On my laptop when I press the cmd-D key the mail goes out immediately. On my desktop, when I do this, the mail goes into the OUTBOX, sits there for several seconds and then goes. How do i get it to go the second I press the SEND keyboard shortcut?

Does the email actually end up getting sent? Or does it disappear forever?

Same OS on both? Are the account settings identical, including SMTP settings?
