Mac Mail Rules won't work

When I close a rule, instead of the screen showing 'Apply Rule', all options other than 'Add Rule' are greyed out.

Every bad email is retuning a message 'Cannot move to trash', which is annoying.

Can anybody help, please

Have you tried restarting the app or restarting your computer?
