That is just a desk mounted monitor arm that accepts a universal VESA mount. The spaces between the four screw points are standardised as what is called the VESA mount. There are hundreds of VESA monitor arms on the net.

Just wondering what the connection is with the Mac mini? You wan't to mount the monitor or the Mac mini?
