Mac Mini seems to be making a constant hum (even when idle). It's not that noisy, but I assume it's the fan. Is this normal?

Also, even when idle there is a light breeze coming out of the ventilation holes on the back at all times. Is this also normal?

Would be interested to hear others similar experiences with the 2009 Mini.

The fan will always be on even at idle, a cpu fan should never turn off when the computer is in operation or you are screwed.

As long as it's not noisy, then its fine. If the computer is doing some work, the fan will speed up and therefore make more noise.

Yes the fan vents out the rear of the machine and its perfectly normal. I would say its normal to hear the fan too, but my 09 mini is 99% silent. I can only barely hear the fan if I put my head right next to the mini, and even that is in a totally silent room.
