Hi.
I am planning to buy new computer for work. The computer will be used for programming, major websites, so some Webstorm/VS Code, Docker etc.

I chose these models:
- Mac Mini 2020 M1 | 16GB | 256 GB for 732$ used,
- Mac Mini 2023 M2 | 16GB | 256 GB for 1073$ new.

What would be better to take? Or maybe aim for something completely different?
If in 4 years I wanted to sell it and buy something new, what would I lose the least on? What will be more beneficial?

The M2 might receive software updates for longer, but if you only plan on keeping it another 4 years that shouldn't be an issue. You chose 16GB which is the minimum you should go for. You probably won't notice the difference in performance between the M1 and M2.

This processor will certainly last for 8 years. The RAM would be the only limitation. But even then you're probably good.
