I'm thinking of getting a Mac Mini to use as a media server. If I were to rip a PAL disc, would it play using DVD Player on my North American HDTV?
 
I can take you part of the way.

DVD player on my MBP (Leopard) will definitely play PAL DVDs to the screen.

Beyond that, I can't help.
 
Provided you use a digital connection to the TV, like HDMI, then you will be fine.
 
I play PAL dvd's from my old G3 pismo hooked up to an old CRT T.V. via the s-video out and separate cables for the audio.

Well, because it's a computer it shouldn't mind what the local broadcasting standard is, it'll continue to work. If it's attached to your TV, it'll still be fine! And if you use something like MacTheRipper to rip and decode your DVD', you can remove the regional settings anyway.

The only time there are issues are with consoles.
