Mac Mini spinning wheel on logon screen

Hi whenever i boot up my mac mini I get a spinning wheel on the logon page and it doesnt go away so i hold the off button and it reboots. once it reboots it is fine again but this is annoying and im guessing only going to get worse. can anyone advise on some potential fixes or if they have experienced this before? generally once logged in the mac is absolutely fine

Try booting in safe mode by holding the shift key.

thanks will try that now. is that a tip for each time or something that done once will then mean it doesnt happen again?
