hey ,, i've just bought the mid 2011 mini "base model" ..
and i've noticed that while it is working and i touch its surface i feel like ther's sort of static electricity ..
is this normal or what !!?
and can it cause damage to mini !?

The mini is not grounded so if u are and u touch it you will get a tingle same with and unearthed device
 
no nothing grounded here ,,
here in egypt we use the 2 pin outlet for any device ! :(
but i cant get this static feeling from any other device !
thats why i asked ,,
can it be harmful for the mini !?

The mini is NOT grounded. What your getting is normal depending on the conditions in the room. Do not worry it will not damage your mini!
 
In Egypt some plugs have the third grounding pin; it usually sticks out from the receptacle.

so its useless :)
