Does anyone know if an intel Mini (2018) would boot a sata ssd boot disk (in an enclosure) from a 5.1 macpro...?

Should work, as long as the MacPro has an internal disk on the first SATA port, otherwise it will shutdown when put into TDM.

Not sure WHY you would go the extra step though, you could just attach the SSD enclosure to the Mac Mini.

As long as it is an unmodified macOS Mojave (10.14) everything is even officially supported.
Anything lower than Mojave probably doesn't work, because the Late 2018 Mac mini was originally released with 10.14.
Anything higher than Mojave requires OC on the MP5,1 but as long as there were no root patches applied, it should still "unofficially" work without problems.
If possible, create a clone just in case.
