the apple store told me it would be $350 to replace the video card. Can anyone tell me if i can buy the card and install it myself?
 
Which version of the Mini is it? The Mini uses an integrated chip (Except maybe the first G4 version, i'm not sure) so that is probably the price to replace the entire board, and at that price you might as well try to buy a new one.

The video card is integrated into the motherboard, so no, you cannot buy another one and "fix" it yourself.

If it's not passed 1 year, can't applecare cover it?
 
Yeah, if it is under a year old it should be covered under your 1 year warranty. If not and if you didn't buy AppleCare then there may not be much you can do...
 
for what he pays for the board he could simply look at ebay if there is a nearly new one for sale maybe with broken hardrive or so ..and use it for spares
at least thats what i would do if its not covered by warranty any longer

there is not much else in the mini anyway ,,, logicboard ,some ram ,a hardrive and a airportcard ..ah i forgot a fan
