Mac Mini won't start up, reboots

Yesterday when I downloaded the newest version of Mavericks my Mini (2011) just kept restarting. After resetting SMC, etc. I tried reinstalling the OS. Same thing. Wiped the hard drive. Same thing. I can boot up fully in safe mode, but otherwise it just gets to the Apple logo, spins a bit on screen, then turns off and starts up again.

Anyone experience this before? Any ideas?

Start it up while pressing and holding Command-V. What lines does it last show before it restarts?

Everything looks normal there, to some degree. The SMC errors, maybe not.
